From personal experience, I have to say Allstate. They have been very responsive and helpful. They helped me through several claims. Also, they once defended me and my dad against a lawsuit -- the person ran red light, wrecked the car, almost killed my dad, and sued us! I was very impressed with the quality of service from the agent and company representatives. The lawyer was also top notched.
However, I am with Liberty Mutual now, because I cannot keep up with the higher premiums that Allstate charges.
PS: I don't have any experience dealing with home insurance claim yet (knock on wood).

Kemper dropped me like a rock after I had an accident. They never sent me a renewal notice. I had to call them to find out that they weren't renewing me. I'll never go back there again.
Progressive has been all right. A little slow with our one claim around Christmastime, but otherwise very good. Their legal defense was excellent (a driver sued me).

If you qualify for USAA insurance use them! They have wonderful customer service ratings.
I have dealt with 2 auto claims with them, and they were FANTASTIC. I was at fault for damage to my car and submitted a claim. The estimated work was $2,500. The DAY before the appointment to get it fixed I got a premium renewal and saw that my premium was rising as a result of my claim. It would have risen and stayed there for up to 3 years essentially costing me more than my out of pocket expenses for the repair work.
I called USAA, and cancelled the appointment, withdrew my claim, and the rate went back down.
Then the agent on the phone found additional ways for me to save on my premiums, and ran the numbers for me. She ended up saving me 30% off my bill by dropping overlapping coverage, and raising my deductible. That's what I call service.
